When you hear overclocking, you came to know that it is made up of two words "over" and "clock". And I think you are familiar with these two words. Now, have you ever seen Ghz under the description of a CPU? What is the Ghz? So this is the meaning of clocking in CPU. The number of time a CPU cycles in a second. But if in your CPU's description it's written 3Ghz then it means that your CPU is capable of 3Ghz and you feel like the speed is still slow then you can overclock the CPU and increase the clocking speed of the CPU a little bit. So I think you understood what overclocking a CPU means. But you have many risks to take if you want to overclock your CPU like your CPU can be damaged and even be burned if you overclock by a great amount which is impossible for your CPU to handle.
